Packaging Compliance & Regulatory Guidance
CPG Packaging Design That Looks Good and Gets the Details Right
Strategic packaging design for food, supplement, and beauty brands that want to get retail-ready with confidence.
Your packaging needs to do more than look good on a shelf. It needs to communicate the right information, account for category-specific labeling requirements, and give customers a reason to choose your product.
That's where I come in.
I'm Lilli, founder of Changemaker Creative. I help food, supplement, and beauty brands turn complex packaging requirements into clear, compelling designs. From Nutrition Facts and Supplement Facts panels to ingredient declarations, cosmetic labeling, and marketing claims, I bring regulatory awareness and thoughtful design together to create packaging that works as hard as your product does.
While not a lawyer, I’ve got plenty of regulatory awareness:
USDA and FDA food rules (literally wrote a book about it!)
FDA beauty and skincare packaging rules, including MOCRA
Hemp and cannabis packaging regulations (pretty much all the states, California, Missouri, Ohio, New York, Connecticut, Illinois, Michigan, Oregon, Massachusetts, Nevada, Arkansas, Mississippi etc.)
Supplement packaging regulations and rules
Food + Beverage Packaging Regulations
The basics like getting your Nutrition Facts panels and RACC’s and ingredient statements to allergen declarations all present and correct, the right font size for your net quantity statements, and avoiding making illegal health-related claims, I'll help you plan for required content while creating packaging that stands out in a crowded market.
Supplement Packaging Regulations
Straddling between food and medicine, supplements are their own thing. Figuring out your Supplement Facts panels, allergen declarations, dosing, directions, warnings, and marketing claims all need careful consideration. I'll help you balance the information your label needs with the clear, compelling design your brand deserves.
Personal Care Packaging Regulations
Beauty packaging has it’s own set of rules to consider. Cosmetic labeling regulations have their own set of quirks and things to know, from formatting INCI ingredient lists correctly, business address information, warnings, and how to make claims without getting into deep shit with the FDA. I'll help you create polished packaging for skincare, personal hygiene products, makeup, and hair products that reflect your brand while accounting for applicable cosmetic labeling requirements.

Finally, a Packaging Designer Who Gets it! •
Hire a designer who cares about the details.
It’s easy to find a packaging designer to make things look pretty. It’s a whole other thing to find someone who gets all the rules so you can actually sell your product in stores.
Packaging can get complicated quickly. Between required label content, ingredient declarations, claims, warnings, type sizes, and limited space, there's a lot to consider before your artwork ever reaches the printer.
You shouldn’t have to know any of this! That’s why you hire a professional!
You shouldn't have to explain the basics of labeling requirements to your designer, or discover after the project that it’s unusable in retail. You shouldn’t have to know anything about regulations – that’s why you hire a professional. You should be able to trust that they got you. But you’d be SHOCKED to find that sometimes even the big name packaging agencies get this shit wrong. (See my Linkedin rant here)
How working with me is different
I bring hands-on packaging design experience and practical knowledge of food, dietary supplement, and cosmetic labeling considerations to the creative process. That means thinking about all of it from the get go: content, hierarchy, readability, and production, not treating them as an afterthought. And it’ll also still look pretty, too!
The result? Packaging that balances brand personality with the practical realities of bringing a product to market. (And avoid getting sued, which is nice.)
What do you actually handle during the project?
Some designers just design. I believe in offering a full service project, supporting you through the entire project, not just the visuals.
Claims and Marketing Messaging
You believe your product can do wonders. But the words you choose matter. I'll help flag potential concerns around nutrition claims, supplement structure/function claims, cosmetic benefit claims, and other marketing language that may require additional review before you get in trouble.
Complex Packaging
Tiny bottles, wraparound labels, jars, tubes, cartons, and multipanel packaging all present different challenges. I'll help you make the most of your available space without losing sight of readability, required content, or visual impact. I’ll also help you with print vendor jargon, budgeting, and vendor sourcing.
Print-Ready Production Files
Things may look amazing on screen but fall apart in print. I test out the packaging dielines and understand nuances like barcode placement to print restrictions and budgets. I'll help prepare your packaging for production and catch design issues before they become expensive printing problems with proper artwork setup and final prepress checks.
In short – pretty much everything! Messaging and prepress, project management and compliance, as well as the design parts of a project.
Compliance-Minded Design. Without the Boredom.
Stand out from the sea of sameness.
I believe the best packaging brings clarity and personality together. It makes important information easy to find, gives your brand a distinctive visual identity, and helps customers understand what makes your product worth choosing.
Maybe you're launching a new food product, bringing a supplement to market, or building a beauty empire, we'll approach your packaging strategically, balancing your creative vision with the practical requirements of your product and its packaging.
Packaging Partner Who Thinks Beyond the Label
My process considers your product, your audience, your packaging format, and the information that needs to fit. We'll work through the details together, with room for thoughtful problem-solving and the kind of strategic thinking that makes the difference between artwork that looks finished and packaging that's ready for production.
I can also collaborate with your regulatory consultant or legal reviewer when specialized expertise is needed.
Let's Make Your Packaging Retail-Ready
I don't just drop your copy into a template and call it a day.
You've put a lot of work into developing your product. Let's make sure the packaging reflects that effort, communicates clearly, and gives your brand a strong foundation for growth.
Whether you need a single label, a complete packaging system, or a refresh of an existing product line, I'd love to hear what you're working on.
A note on compliance: I provide packaging design and practical labeling guidance, not legal or regulatory certification. Requirements vary by product category, formulation, claims, and packaging format. Final compliance should be confirmed by the appropriate qualified professional when needed.
